We have stated that the newly recruited should not

be included in the seniority roll with those fully established.

A main feature of this is one of age, the newly

recruited is paid a basic wage his years of age and receives

annual increments on or as birthday presents while the Pre-War

officer is paid a basic wage on recruitment or as the proposed

scale puts it, assumed as receiving Pounds 260 at the age of 26

years with incremental advances on the dates of previous pro-

motion. Be this as it may, its the future of those younger

officers that is at stake, The newcomer is superimposed

throughout the Seniority Roll and when time takes tall of the

ageing, the younger of the Pre-War officers will still, as they

are at present, not receive the full and sympathetic consider

ation which they are due, for the newcomer having been allowed

senior place to them will retain that seniority and secure

promotion which they, the Pre-War Junior officer, might, and by

right, hoped to occupy.

Section 12 of the Police Farce Ordinance

No. 37 of 1932 grants power to the Commissioner of Police to make

regulations regarding the Police Faroe. Sub sections (2) (3) (4)

and (5) of this section make certain provisos, from which we wish

to draw attention to S.S. (2). Any order made under this

section when published becomes part of the Ordinance. We attach

herewith a copy of Special Memo No. 50 of 1941, dated 27.11.41

"Promotion Board" and in particular we draw attention to

concluding paragraph.

As an officers position in the

Seniority Roll is gained by his promotion this latter paragraph

safeguards his interests.

Therefore until the contrary is

provid, no one should supersede him in the said Seniority Roll.

sideration of Government,

trust that this will be forwarded

to the proper authorities.
